Origin: Meek retired finance minister Sir Michael Cullen was swimming off St Kilda beach when he swam through a pool of radioactive waste from a Russian billionaire’s private yacht and transformed into TAXMAN.
Powers: His superpowers include being able to track billionaires’ assets through tax havens and farmers’ capital gains through generations and extract every last penny to pay for Shane Jones’ regional development fund.
